HF 2392 – Career Technical Education programs

HF 2413 – Early literacy reading notification changes



HF 2392 is a Career & Technical Education CTE) code chapter re-write based on recommendations of a task force, which included CTE instructors, business and labor groups, nonprofits, community colleges, higher education institutions, Iowa Workforce Development, the Iowa Department of Education, the Governor’s STEM Advisory Council, Iowa Association of School Boards, the Iowa State Education Association and ex officio legislative members. Most of the task force’s recommendations are in HF 2392, including:

  1. Career guidance.
  2. High-quality secondary CTE programming.
  3. Work-based learning.
  4. Teacher preparation and professional development.
  5. Regional partnership and regional centers.


Division 1 of the bill includes provisions relating to a student plan for progress toward high school graduation, career and academic plans, which eighth-grade students enrolled in a school district must complete. The current program is I Have a Plan Iowa (IHAPI). Division 2 modifies provisions related to CTE focused on secondary schools, not post-secondary.

HF 2413 codifies what should be existing practice for K-3 students with reading difficulties. Students not reading proficiently, based on locally determined or statewide assessments, must be provided intensive reading instruction by the school district. This would include the FAST test and comprehension vocabulary testing. If a student is initially assessed as at-risk in reading, they will be periodically reassessed, including periodic universal screening and annual standard-based assessments. Intensive reading instruction will be provided until the student reads at grade level. The bill strikes the requirement that information be provided annually, but adds that the school district must provide the parent or guardian with regular updates on their progress. The third-grade retention law is not changed in this bill.
